Course Description
Learn the Requirements of the Risk Management Program Rule
The development and communication of risk management plans (RMPlans) are required by EPA’s risk management program (RMP) rule 40 CFR 68. In this course you will learn what you need to know about the unique mandated components of RMPs and how to implement a compliance strategy. (Please see Process Safety Management Compliance to learn about the prevention programs requirements of the RMP rule.)
Covered Components for an RMP
- Hazard Assessments. These must (1) assess potential release quantities, downwind effects, and potential exposure to affected populations; (2) provide a 5-year release history; and (3) evaluate a range of worst-case and alternative (more likely) accidental releases
- Emergency Response Programs. These include emergency response plans, public notification procedures, and employee emergency response procedures
- RMPlans. If you are a facility owner/operator covered by 40 CFR 68, you must create RMPlans (as defined in 40 CFR 68) that summarize your RMP. EPA has outlined a three-tiered approach to RMP compliance. This course will teach you about the program levels that apply to your processes and how you must construct your RMPlan to meet the criteria of your program level
Learn the Latest on EPA Enforcement
Current rulemaking and enforcement initiatives, such as EPA audits, will also be covered.

- Performing and documenting hazard assessments
- Efficiently upgrading your OSHA process safety management (PSM) program and emergency response program to meet EPA's requirements
- Using the results of these required programs to help make risk management decisions
- Documenting the results in a format that the public will understand

Prerequisite(s)
This course focuses on the differences between the OSHA PSM and EPA RMP regulations. Students should attend Process Safety Management Compliance, to learn about the prevention program requirements of the RMP rule.
