Course Description

Personnel Changes Can Significantly Impact Facility Risks
While many process industry facilities have begun to master the art of managing changes related to equipment, process chemicals, procedures, and technology, many still do not consider and manage those involving personnel and organizational changes. As evidenced by several incidents that have occurred within industry, the failure to properly recognize and manage personnel and organizational changes can have a serious impact on the risk of hazards at a facility.

OSHA MOOC Memorandum
With its 3/31/09 memorandum, OSHA has once again sought to include organizational changes under the PSM standard. While the wording of 1910.119(l)(1) clearly does not support the interpretation that organizational changes are included in the PSM standard, managing organizational change is a good PSM practice. This webinar will discuss the OSHA memorandum and its implications, along with good PSM practices in the area of organizational change.

Recognize, Manage, and Implement Effective MOC for Personnel Changes
This Web seminar (Webinar) provides an overview and discussion to help participants:

  • Recognize the potential impacts of personnel and organizational changes, including those involving staff reduction, reorganizations, reassignment or relocation, and mergers on a corporate, local plant, or unit level
  • Establish a framework and potential tools for managing and evaluating the safety impacts from these types of changes, especially in regards to emergency response/preparedness and nonroutine operations (startup, shutdown, maintenance, etc.)
  • Develop an implementation and communication plan based on the results of evaluating such changes, which can affect emergency response staffing, overtime/vacation policies, training programs, and other staffing logistics related to unit-specific operations

Specific examples of accidents involving failure to properly manage personnel/organizational changes will be discussed.
